Contract Description:
The Hood River Master Plan and associated analyses will be updated to include the most recent information and to be adequately detailed for consideration by the NPCC and ISRP.  The revised plan will also acknowledge the removal of Powerdale dam and adult fish trap, necessitating substantial changes in Hood River Production Program management and infrastructure.  The dam is slated for removal in 2010, and many changes in the program will need to be underway and/or completed prior to dam removal.  The dam is currently used as a cornerstone to the HRPP and provides a valuable management and research tool.  Prior to dam removal, additional facilities such as alternative trapping sites, and management strategies will need to be adjusted to adapt to the new configuration of the river and the project.

This work will address the following primary objectives:
    Utilize co-managers adult production goals and review production assumptions to devise requirements for all facilities.
    Evaluate feasibility of alternative sites and methods of broodstock collection and escapement monitoring after the decommissioning of Powerdale Dam including a single or multiple sites.
    Utilize co-managers adult production goals to conceptual design and/or engineer changes to Parkdale Fish Facility to support desired program production goals if necessary.
    Produce a revised Hood River Master Plan document describing adjusted program goals with feasibility, conceptual designs and costs associated with proposed alternatives.

Two additional steps are required in the Council's 3-Step Process for the approval of new fish culture facilities or greatly modified fish culture programs.  The work covered by this SOW includes production of a Revised Hood River Master Plan suitable for initial Council/ISRP review.  Review by the co-managers and BPA will determine adequacy of this product to be submitted to NPCC.  Additional funds will be negotiated with the contractor contingent upon the amount of additional work required to obtain approval of the Master Plan and permission to proceed to Step 2.
